Abstract
The management of the Village-Owned Enterprise (BUMDes) "Maju Mapan" in Kasreman Village, Pakel District, Tulungagung Regency, faces challenges in optimizing community economic empowerment. This study aims to analyze the management of the BUMDes and identify obstacles in its implementation. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation. Informants were selected using purposive sampling and included the Village Head, the BUMDes Director, management staff, and community members knowledgeable about or involved in the BUMDes's operations. Data analysis involved data reduction, data presentation, and conclusion drawing and verification. The results indicate that the BUMDes management has implemented planning, organizing, executing, and supervising functions. The BUMDes business units contribute to improving community access to services and economic opportunities. However, its development is hindered by limited human resources, low community participation, suboptimal technology utilization, and limited external partnerships. Therefore, strengthening management capacity, increasing community participation, and developing partnerships are essential for the BUMDes to perform its economic empowerment function more effectively.
